Structural steel is one of the highest-value trades on any ICI project. It's also one of the easiest to under-scope. Embeds, hoisting, miscellaneous metals, and anchor bolts scatter across Division 05, the structural drawings, and the specs — and they don't always agree.
With the institutional pipeline up 22% year-over-year in 2026, more GCs are pricing steel-heavy projects under tight timelines. That pressure is where scope gaps are made.
This checklist covers the items most commonly missed before bid day. Use it as a floor, not a ceiling — your project documents always govern.

Steel is particularly exposed. Embeds and anchor bolts get buried in structural drawings. Hoisting and rigging assumptions vary by sub. Miscellaneous metals — angle iron, lintels, ladder rungs — scatter across multiple spec sections. A single missed line item can turn into a six-figure change order.

If the sub's scope is silent on any item below, get a written clarification before you award. "Just send the bid docs" is an anti-pattern that GCs pay for at buyout.
This is the single most frequently missed steel scope item. Anchor bolts and embeds appear on structural drawings — but who supplies and sets them is rarely stated clearly in the spec. Subs assume the concrete trade covers it. Concrete subs assume the steel trade covers it. The GC absorbs the gap.
Note: Grouting of base plates is a specific gap documented across multiple GC interviews. It lives in Division 03 spec language sometimes and Division 05 other times. Confirm which sub is responsible in writing.
Hoisting is where steel bids fall apart at buyout. Subs price steel supply and erection. Crane costs, rigging gear, and crane picks for other trades are a separate conversation — and a common dispute.
Miscellaneous metals are the most underestimated line in Division 05. Angle iron, lintels, ladder rungs, hatch frames, equipment supports, and steel nosings scatter across the drawings. They appear in the architectural set, the mechanical set, and the structural set — often without a single spec section pulling them together.
The Scope Gap Playbook documents a case where a $10K glulam beam was destroyed in a lay-down yard because no clause required material protection on site. The same risk applies to structural steel — fabricated members left unprotected or improperly blocked can be damaged before they're ever installed.
This is the most common — and most dangerous — scope language in Division 05. It doesn't assign responsibility for embeds, anchor bolts, grouting, or miscellaneous metals. It just defers the fight to the field.
Reference specific drawing numbers and spec sections in your scope sheet. If it matters, name it.
Structural steel scopes vary significantly by project type. A hospital project has different embed requirements than a parking structure. A mass-timber hybrid has different connection requirements than an all-steel frame. Boilerplate scope sheets miss project-specific items every time.

This is one of the most disputed items in Division 05. Anchor bolt supply and setting often falls between the structural steel sub and the concrete sub. Your scope sheet must explicitly assign each task — supply, layout, setting, and pre-pour survey — to a named trade. Silence on this point creates a gap that shows up as a change order.
