
Westmark Construction is a mid sized general contractor in Nanaimo, British Columbia. Scoping was not the hard part. The problem was who had to do it. It took an experienced person to write a scope and then check it, and those people were needed everywhere else.
Four days to read it
Reading a public tender and splitting the work out by trade took three to four days. The same people were being pulled onto other jobs while it ran.
Too few could do it
Only a handful of the team could finish a scope and then check it. Everything else waited on them.
Some buried, some idle
Some people were running at 150 percent while others sat nearer 80. At the top of that range you start losing people.
No time for the bid
Quantity takeoffs, trade calls, bid strategy and the executive review all fought over whatever time was left.
